TSCP Procedural Guidance for Child Safeguarding Practice Reviews (CSPR)
The Child Safeguarding Practice Review (CSPR) Procedural Guidance sets out how TSCP responds to notifications of serious safeguarding incidents, in line with statutory requirements outlined in Working Together to Safeguard Children 2023. It explains the processes for initiating case reviews, timescales, and the commissioning of local CSPRs.
Safeguarding partners hold the responsibility for ensuring that lessons from serious child safeguarding cases are learned locally. This includes:
- Identifying and reviewing serious child safeguarding cases that raise issues of significance within Tameside.
- Commissioning and overseeing reviews where appropriate.
The guidance details the steps for making notifications to the national Child Safeguarding Practice Review Panel, conducting Rapid Reviews, and managing the governance, commissioning, and publication of CSPRs. These reviews aim to prevent or reduce the risk of similar incidents recurring by promoting effective learning and driving improvements in practice.
By establishing a robust multi-agency system of learning and reflection, TSCP ensures that safeguarding partners work collaboratively to deliver meaningful change and strengthen child protection arrangements across Tameside.

Referral Process
- Staff should consult their Safeguarding Lead or Senior Manager in all circumstances.
- If a case should be referred for review, complete the GM Serious Child Safeguarding Incident Notification Form (GM SIN form).
- Partner agencies should contribute any relevant information about the case.
